It is true that age 12 is too young to choose the person who will be your true love.
However, age 12 is the perfect age (as is any other) at which to meet someone who becomes a friend, with whom you later fall in love, marry, and love for the rest of your life.
I know the distinction isn't always made quite so clearly in canon, but, really, it's not unknown for people to meet the person they're going to marry at a young age.
