From what I can tell (overheard bits, gleaned from things others have said, given that I've never had this conversation myself) the 'is it serious' conversation seems to be initiated by men nearly as often as by women. Except that guys are usually a lot more roundabout in addressing it.
And a lot of people seem to like Steve being assertive with Maria. (Which isn't a characteristic portrayal, but doesn't seem OOC, given how assertive he is about other things - missions, not dating the women Natasha tries to hook him up with, bringing SHIELD down - and at this point, I would hope he knows Maria well enough to be aware that if he doesn't pin her down, she'll just let them slide under the radar for as long as possible.)
