Actually, the owner/moderator of a rather large mailing list of that pairing kicked a hissy fit at the term 'secondary ship pairing' and got the Sheppard/Teyla category dismissed since she announced that her list would not be participating in the awards.
After various people made the argument to the Isis Awards organisers that, on pure numbers, Sheppard/Teyla was indeed a 'less popular pairing', it was reinstated.
In our preliminary meetings, the various organisers agreed that there was no reason to disqualify Sheppard/Teyla in 2007 since the awards were designed to advantage those pairings that get swamped by the more popular ones, and the numeric popularity of Sheppard/Teyla as represented in fic is still nowhere near that of Sheppard/Weir.
So Sheppard/Teyla still qualifies for the Isis Awards in 2007.
