That's true. However most of the examples that we have of Rodney and Sam interacting are from SG1, where Sam is a heroic character, and Rodney is the guest conflict. I don't count Grace Under Pressure as Sam actually in Atlantis - she's just in Rodney's head at that point.
With Sam as a recurring guest character in Atlantis on Stargate Atlantis - which is Rodney's home base and the show where he's the heroic character - there's the possibility for the tables to turn, and Sam to become the guest conflict.
