There seems to be agreement among the experts that Australia generally is one of the least racist countries in the world.

Statements like this are so weird to me. Who are these experts and by what standards are they measuring racism? Because this bit right here?: "the strong support for Prime Minister Kevin Rudd's recent apology to the Aboriginal stolen generations suggests the vast majority of Australians are not racist." Makes me doubt they have any idea what they're talking about. Supporting some politician saying some words about the past doesn't cost them anything. It allows them to separate themselves from more extreme forms of racism, allowing more subtle forms of racism to go unchallenged. Like in the American slavery abolition movement. They thought slavery was immoral and horrifying, but a good number of abolitionists were still incredibly racist. They just thought slavery was taking it too far is all.
