He's not getting a tip, and I think I'm going to find a feedback form and mark him down as 'bad service'. Even after giving me a menu, I had to cue him twice to come and take my order - once with a glance, the second time by saying "I'm ready to order."
I don't get people. If you're in a service role, then you should bloody well serve.
